TLILIC0003 – Licence To Operate A Forklift Truck
Course Overview
This course aligns with TLILIC0003 – Licence to operate a forklift truck from the TLI Transport and Logistics Training Package. Participants will develop the skills and knowledge required to operate a forklift truck safely and in accordance with Work Health and Safety (WHS) regulations, Australian Standards, High Risk Work Licence (HRWL) requirements, and industry best practices. Our forklift training simulates real job-site conditions, using industry-standard equipment and practical lift scenarios to prepare you for the real world. This course is structured with input from industry partners to ensure it meets current workplace standards and employer expectations.
Forklift trucks are widely used across multiple industries including warehousing, logistics, construction, and manufacturing. This course is a mandatory requirement for those seeking a nationally recognised High Risk Work Licence (LF class) issued by Workplace Health and Safety Queensland (WHSQ) or equivalent State/Territory authority.

What You’ll Learn
The course covers the following key areas:
🔍 Conducting pre-start, operational, and shutdown checks on forklift trucks
🚧 Operating a forklift truck safely in accordance with traffic management and site procedures
⚠️ Identifying, assessing, and controlling hazards associated with forklift operation
🧠 Understanding load handling principles (e.g. rated capacity, centre of gravity, stability)
🏗️ Stacking, unstacking, and moving loads in various operational scenarios, including:
🟩 Lift 1 – Move a load from ground level, drive forward, and place at medium level (at least 25% of forklift’s height capacity)
🟨 Lift 2 – Move a different load from medium level, drive forward, and place at ground level
🟦 Lift 3 – Move a load from ground level, drive through a chicane, and place at high level (at least 75% of height capacity)
🟥 Lift 4 – Move a different load from high level, reverse through a chicane, and place at ground level
📏 Applying spatial awareness and load judgment during lifting and transport tasks
📋 Complying with WHS legislation, risk management protocols, and duty-of-care obligations
📢 Communicating with others using site-specific communication protocols
Prerequisites & Entry Requirements
🔹 Minimum Age: Students may undertake the training prior to turning 18; however, they cannot apply for their HRWL until they are 18 years of age.
🔹 English Language: Participants must complete a Language, Literacy, and Numeracy (LLN) assessment to ensure they can meet course requirements. We offer LLN assistance, learning support, and referrals to other services. Speak with our team before enrolment if you require additional assistance.
🔹 Physical Fitness: A reasonable level of fitness is required for the practical components.
🔹 Identification: 100 points of original, valid photo ID (e.g. Driver Licence, Passport, Medicare card, Financial Institution card)
🔹 USI Requirement: Participants must have a Unique Student Identifier (USI) to enrol. Visit www.usi.gov.au for more info.
🔹 PPE: Participants must wear appropriate Personal Protective Equipment (PPE) including high-visibility shirt or vest, and closed in shoes.
📋 Note: All participants complete a brief Learner Suitability Self-Assessment at the start of the course to confirm their readiness and identify any support needs.
Course Duration
This course involves approximately 40–45 hours of combined learning, including supervised training and assessment, online or pre-course study, and independent review. Duration may vary depending on your experience and chosen delivery method.
Total Volume of Learning: 40–45 hours
🔹 Supervised training & assessment: 16–28 hours
🔹 Unsupervised study & pre-learning: 8–12 hours
A typical forklift course is delivered over three days.
Course Delivery Methods
This course is delivered via blended or face-to-face training, depending on learner needs.
🔹 Blended Delivery includes self-paced pre-learning (written or elearning), followed by a face-to-face practical session and assessment.
🔹 Face-to-Face Delivery may run over 1 or 2 days depending on whether pre-learning is completed beforehand.
👉 All learners, regardless of delivery mode, must complete a short Challenge Test at the start of the face-to-face session to confirm readiness and verify knowledge.
Training and assessment are conducted by WHSQ-approved assessors using the National Assessment Instrument (NAI).
Assessment Methods
Assessment is conducted in accordance with WHSQ and ASQA standards and includes:
📖 Theory Assessment: Written questions (multiple-choice and short answer)
🛠 Practical Demonstration: Hands-on operation of a forklift in a controlled environment under supervision
📋 National Assessment Instrument (NAI): Assessment is conducted using the nationally mandated Safe Work Australia National Assessment Instrument (NAI) for TLILIC0003. This ensures consistency, compliance, and integrity of the high-risk licence assessment process.
A WHSQ-licensed high-risk work assessor will supervise and complete the final knowledge and practical assessments. All practical components will be carried out in a controlled, compliant environment with a registered forklift, standard loads, and correct safety procedures in place.
Participants must be deemed competent in both theory and practical components to be eligible for an Assessment Summary which can then be submitted to WHSQ for High Risk Work Licence application.
Certificate & Outcome
Upon successful completion, you will receive a Statement of Attainment for TLILIC0003 – Licence to operate a forklift truck issued by Corrsafe RTO 40621, a registered training organisation recognised under the Australian Qualifications Framework (AQF).
You will also receive a Notice of Satisfactory Assessment (NSA) which can be used to apply for your High Risk Work Licence (HRWL – LF class) through Workplace Health and Safety Queensland or relevant state authority.
📢 Please note: Completion of training and assessment does not guarantee the issue of a High Risk Work Licence. Participants must submit their Notice of Satisfactory Assessment (NSA) to Workplace Health and Safety Queensland (WHSQ) (or relevant authority in their state) within 60 days to apply for the licence. Additional application and licence fees apply.
📋 Already completed TLILIC0003 elsewhere? You may be eligible for a credit transfer for the training component. However, all learners must still complete the WHSQ-mandated National Assessment Instrument (NAI) to apply for a High Risk Work Licence. All credit transfer applications must include a verified Statement of Attainment or transcript. Corrsafe will confirm authenticity with the issuing RTO prior to granting credit.

Applying for a High Risk Work Licence
Upon successful completion of the assessment and being deemed Competent by Corrsafe, candidates are eligible to apply for a High-Risk Work Licence (HRWL) for the Forklift Truck.
Applications must be submitted via the WorkSafe QLD Online Services portal. The application fee is approximately $109.71 per class.
Applicants are required to hold a Queensland Digital Identity (QDI). From 16 March 2025, all previous QGov accounts will be migrated to QDI, and applicants will be prompted to verify their identity during the application process.
To complete the application, you will need:
🔹 Your current HRWL (if applying to add an additional class)
🔹 A valid form of identification issued by the Department of Transport and Main Roads (e.g., QLD driver licence, adult proof of age card, or customer reference number)

Reassessment Information – Not Yet Competent
Candidates who are assessed as Not Yet Competent may contact Corrsafe to arrange a reassessment. Please phone (07) 4785 2850 or email admin@corrsafe.com.au. A reassessment fee of $300 may apply. Where only one component of the assessment has been failed, the reassessment must be completed within 60 days. Failure to do so will require the candidate to repeat both components of the assessment.
Candidates who are unsuccessful in both components may collect their logbook and continue practical experience under the supervision of a current HRWL holder until they are ready to reattempt the assessment.

🎓 Recognition of Prior Learning (RPL)
If you already have experience operating forklift trucks, you may be eligible to apply for Recognition of Prior Learning (RPL). This process assesses your existing knowledge and skills against the requirements of the unit TLILIC0003 – Licence to operate a forklift truck.
To be considered for RPL, you’ll need to provide sufficient, valid, and current evidence, which may include:
📁 A portfolio of relevant work experience
✅ Employer or supervisor third-party verification statements (We can provide a template)
🎓 Previous accredited Statements of Attainment or training transcripts (USI Transcript)
🛠️ A practical demonstration of your skills
🗣️ Responses to oral questions or interviews with an assessor
⚠️ Important: TLILIC0003 is a licensing unit. Regardless of any RPL granted for the training component, all candidates must complete the WHSQ-mandated National Assessment Instrument (NAI) in full to be eligible for a High Risk Work Licence (LF class).
If gaps are identified during the RPL process, we’ll offer gap training and assessment to support your path to full competency.
